Complete Communities Assessment
The City is completing a study to support healthier, more connected neighbourhoods in Port Alberni.
Over the next few months, the City will be conducting a Complete Communities Assessment that will provide a detailed analysis of our neighbourhoods. This information will be used to guide policies that meet the community’s vision for areas within Port Alberni that are more walkable, have a diversity of housing options, and contain a wider range of services for residents, such as grocery stores and medical clinics.
As part of this study, we want to learn what a “complete community” means to you and how this could shape the way that Port Alberni grows and develops in the future.
This study is funded by the Ministry of Housing’s Complete Community Program. The program supports local governments in undertaking assessments (using geospatial data) to inform land use decision-making, housing supply gaps, transportation options, and infrastructure connections. This study will support future planning by the City in these areas.
What is a complete community?
Complete communities offer and support a variety of lifestyle choices, providing opportunities for people of all ages and abilities to live, work, shop, learn, and play close to one another. A complete community enables residents to access day-to-day needs in their neighbourhood. Complete communities provide choices for housing options (single detached houses, duplexes, townhomes, apartments), ways to get around (car, bike, walk, transit), services, and opportunities for work, school, and recreation nearby.
Relationship to the OCP
The results of the Port Alberni Complete Communities Assessment will directly inform the Official Community Plan process. The assessment will collect and analyze data to help the City develop and refine growth scenarios for future land use and infrastructure that will be presented to the public during the next round of the OCP engagement (late spring 2024). An action plan will be created as an output of this assessment to address any gaps as they relate to housing, infrastructure, and amenities and service provision. This action plan will inform the development of OCP policy and implementation sections, as well as updates to the City’s master plans and bylaws (e.g. transportation master plan, zoning bylaw).
This project will be guided by community input from the OCP engagements, including the OCP Vision and Touchstones that were developed as part of the first phase of community engagement on the OCP. The OCP Vision and Touchstones may be viewed on the Let’s Connect PA page for the OCP project here.
